Penza region road safety system named a project of the year
The automated road safety system in the Penza region won the competition “Project of the Year 2021” in the regional nomination “Volga Federal District”. The competition was organized by Global CIO - the community of IT directors of Russia. The system was developed by the AiTi Soft company and is based on the Russian software product Foresight Analytics Platform. The platform was developed by the Foresight company. The project customer is the state-financed institution “Safe Region”.
The main purpose of the system is to reduce the number and severity of road accident consequences in the Penza region thanks to a deep automated analysis of their accident causes. The system collects and continuously updates data on road conditions as well as accident data in all areas of the Penza region. This makes it easy to quickly identify areas with a high accident rate according to the specified parameters: time, territory, types of accidents.
The system also creates charts and tables showing accident indicators and areas with a high accident rate, which is convenient for comparative analysis of typical areas and time intervals. A digital map shows road signs, road construction components and areas with a high accident rate for different periods in order to analyze the efficiency of measures taken to reduce the number and severity of accident consequences.
The analyzed data is taken into account on organization of various groups of measures aimed at reducing the number and severity of accident consequences, including organizational, information, educational, engineering and technical, building and road, and operational activities.
Rich integration capabilities of Foresight Analytics Platform ensure connection to a wide range of different data sources, including the geoinformation portal of the Penza region. The platform tools also allow for a quick analysis of quantitative, qualitative and spatial accident data to identify trends in road safety, ranking of areas with a high accident rate according to set indicators, and provide communication between all participants of road safety activities.
“The new system provides full information support for the cycle of continuous improvement of the road safety level, bringing together all stakeholders involved in road safety activities, including road owners, Rosstat, State Road Safety Inspectorate, and executive authorities. In the first 11 months of the system operation, road safety measures in the region allowed us to reduce the number of died in accidents by 50 people and to reduce the economic damage caused by accidents by more than 850 million rubles”, - the project manager on the client side, Alexander Markin, Head of the software support department of the Situation Center of the Governor of the Penza region, comments.

The tool based of the platform allows us to effectively solve important issues in the region related to reduction of the number of accidents”, - Alexander Sturov, the partner program manager of the Foresight company, emphasizes.
“We have managed to create a powerful and functional system combining a capability of data collection from different sources and modern business analysis tools. The competition “Project of the Year” is one of the key events in the Russian IT industry. The uniqueness of the competition is due to the fact that leader projects are chosen by IT professionals from all over the country who are members of the Global CIO - the community of IT directors of Russia. Comments of IT experts are of particular importance in the competition because they are considered in objective analysis of project characteristics. The competition provides a common knowledge base for the entire IT industry and is an online platform where IT directors exchange successful experiences and expert opinions. This year, 339 IT projects were submitted for the competition.
